Established in 2014 and led by Los Angeles Trade Technical College, SLATE-Z is a historic and diverse partnership of more than 50 public, private, and community-based organizations working to move residents to economic opportunity. As a place-based initiative, SLATE-Z is home to nearly 198,000 residents in parts of Vernon Central, South Park, Florence, Exposition Park, Vermont Square, Leimert Park, and a small portion of the Baldwin Hills/Crenshaw neighborhoods. The name “Transit Empowerment Zone” was chosen out of a desire to capitalize on the compelling opportunities that new light rail lines and ongoing public transit expansion bring for neighborhood revitalization, and for connecting residents to education and economic opportunities. SLATE-Z’s comprehensive collective impact strategy intersects jobs, workforce development, education, public safety, and transit to tackle the 46% poverty level in the area – one of the highest urban poverty rates in the nation. As a result of its efforts, in June 2016, SLATE-Z was designated a federal Promise Zone by the U.S. Department of Housing and Urban Development in the third round of the competition. The SLATE-Z partnership seeks to cut through bureaucracies to tackle intractable problems to reduce poverty in the area.

The Promise Zone Manager will report to the Mayor’s Senior Advisor for Education Policy and work with the SLATE-Z Director and other SLATE-Z staff as required, who are located at LA Trade Technical College, to support the work of the SLATE-Z Partnership. The Promise Zone Manager will assist with the coordination of the SLATE-Z Partnership, which is comprised of a Steering Committee, Executive Committee, Resident Advisory Committee, and five Work Groups focused on jobs, economic development, education, public safety, and transit.


Act as a liaison between the SLATE-Z Partnership and Los Angeles City agencies to help develop and communicate shared priorities, share data, and report on the status of LA City partner commitments.
Establish and maintain relationships with SLATE-Z stakeholders necessary to implement SLATE-Z goals, including participating in SLATE-Z Work Group meetings as needed to maintain an understanding of current implementation goals and challenges, share information about related ongoing work of City agencies, and actively contribute to the development of a shared agenda and commitments between SLATE-Z partners and relevant City agencies. This may involve working with the SLATE-Z staff at LATTC to lead or co-facilitate Work Group meetings.
Coordinate the work commitments of staff from various LA City agencies to advance SLATE-Z’s Promise Zone plan which may include: tracking community supportive investment, negotiating project labor agreements, increasing procurement contracts, providing training and placement assistance, planning and implementing streetscape improvements, implementing community policing programs, creating pathways on construction and other public works jobs, designing and implementing comprehensive reentry services, tracking and sharing relevant data collected by City agencies, and tracking progress related to each of these areas. Participation of LA City agencies will be discussed and negotiated in Work Group meetings.
Assist the SLATE-Z Work Groups in the refinement of its scorecard by advising on indicators that the City collects and helping to bring those data sets to Work Groups.
Tracking the activities of LA City agencies towards SLATE-Z’s progress and providing reports as needed.
Facilitate effective communication and development of working relationships between SLATE-Z implementation partners and staff from various LA City agencies as needed to advance SLATE-Z’s projects.
Develop (or co-develop with SLATE-Z staff at LATTC) materials and/or systems to share information between SLATE-Z partners and City staff including producing relevant memos or keeping track of relevant data.
Assist as necessary on SLATE-Z projects involving the City of Los Angeles by helping to convene community meetings, coordinate partners, and gather and compile data for reporting requirements for SLATE-Z projects.
Facilitating the successful participation of City agencies in SLATE-Z projects which may involve helping to problem-solve and troubleshoot implementation challenges, providing direction and support to City staff and SLATE-Z partners on how to best work together towards their common agenda. The Promise Zone manager will help resolve many ambiguities in a start-up year of a 10 year Promise Zone initiative.


EDUCATION: Bachelor's degree from an accredited university in Business, Economics, Education, Finance, Public Policy, Political Science or closely related field.
WORK EXPERIENCE: The successful applicant will have demonstrated experience in working in complex political environments and in negotiating with education, business, civic, and other key stakeholders at local, regional, and national level. An applicant with strong writing, organizational, communication and interpersonal skills, including the ability to comfortable deliver public presentation is also desired.
