JOB SUMMARY

Under the general direction of the Vice President of Integration & Learning, and the Director of the Measurement, Learning & Evaluation, the Manager, Evaluation & Learning is responsible for conceptual and technical oversight of evaluations, data development and research portfolios in support of all organizational activities; supervision and coaching of department staff. S/he supports the development and implementation of organization-wide learning agendas in collaboration with I&L Division staff and other key internal stakeholders. S/he will collaborate with other staff to promote a culture of continuous improvement across the organization. S/he is responsible for staying abreast and knowledgeable of established and cutting-edge methods and innovations for evaluating policy and systems change strategies, placed-based evaluation methods, and relevant research developments in early childhood to share and adopt internally as appropriate.

ESSENTIAL DUTIES & RESPONSIBILITIES

Essential Duties:

  • Provides evaluation, research, data and learning thought leadership for the outcome area investment portfolios and across outcome area portfolios
  • Co-develops and supports implementation of the organization-wide learning agenda supporting First 5 LA’s strategic plan
  • Makes recommendations on the overall approach of the (cross) outcome area evaluation portfolios
  • Makes recommendations on indicators to track progress on First 5 LA’s strategic plan, and journey to become a learning organization
  • Designs, manages and/or conducts select research and data projects in support of programs and the First 5 LA Strategic Plan
  • Promotes a culture of strategic learning and knowledge sharing internally and externally to amplify the organization’s impact and effectives
  • Leads organization-wide effort to revise First 5 LA’s outcome area and integrated theories of change
  • Manages the identification, review and selection of external evaluation, research/data consultants and partners
  • Co-develops and implements criteria for when to use of third party evaluations as opposed to other learning tools
  • Guides and supports department staff in the creation of briefs, blog series, case studies, listicles, and other knowledge products with the intent of communicating actionable insights derived from evaluation, research, and data investments as appropriate
  • As appropriate, assists other Integration & Learning (I&L) Division staff as it implements a technical assistance strategy to support all staff in building their capacity to carry out knowledge work across the organization
  • Collaborates with the Knowledge Management Manager to implement a knowledge management strategy for specific learning plans
  • Models and guides staff on relevant professional development areas; works with direct reports on professional development and on-going training and coaching
  • In collaboration with Division Leadership, develops and implements an onboarding plan for Integration & Learning division staff to successfully transition into their new roles
  • Collects, mines, synthesizes and shares insights/learnings from research and evaluation investments with internal and external stakeholders
  • Supports the department, and the I&L division in the development of annual budgets and long term financial projections
  • Facilitates and supports staff in effective communication with internal and external audiences, including but not limited to, presentations, Commission discussions, key partner meeting, etc.
  • Develops, coaches and supervises department staff consistent with values and competencies required for successful job growth and development
  • Supports the organization’s commitment to diversity and inclusion, and values a diversity of perspectives
  • Adheres to policies and procedures to ensure alignment with State regulations, local ordinances and First 5 LA directives
  • Keeps apprised of all laws, regulations, statutes, rules and policies affecting First 5 LA and Proposition 10
  • Supervises contractors and consultants, as needed
  • Collaborates both internally and with external stakeholders to capture, synthesize and share learning and knowledge outcomes from the ongoing execution of all activities as necessary

  • Monitors staff performance and provides ongoing performance feedback
  • Develops, coaches and supervises Department staff consistent with values and competencies required for successful job growth and development

Experience:

  • Minimum of seven years of experience in evaluation, research and analysis in a public agency, health, education, philanthropic foundation, or non-profit organizational environment preferred
  • Minimum of four years of staff supervision experience preferred
     

Education:

  • Advanced degree from an accredited college or university in a social science, public policy or a related field preferred
     

Direct Reports:

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
     

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Extensive experience using SPSS, SAS or other related statistical software package
  • Proficiency using project management software and online platforms to collaborate electronically
  • Ability to use widely supported internet browsers
     

Certificates, Licenses and Registrations:

  • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Valid automobile liability insurance
     

Travel Requirements:

  • This position requires travel locally, statewide and nationally as needed
