The Mayor’s Office of Public Safety (MOPS) strives to serve all Angelenos by

implementing and expanding innovative programs, policy solutions, resources and

initiatives to build a safer city. The office oversees the City’s public safety agencies,

including the Los Angeles Police Department, Fire Department, Emergency

Management Department, as well as the law enforcement agencies at the Port of Los

Angeles and Los Angeles World Airports. MOPS is made up of a Policy Team, Program

Team, Grants, Finance & Contracts Unit, and Crisis Response Team.

Under the direction of the Director of Grants and Finance, the Deputy Director of

Finance assists with supervising, planning, organizing, directing and coordinating the

functions of the fiscal office including accounting both general & grant funding,

budgeting, fiscal planning, and financial reporting to facilitate processing and meeting

its financial obligations; supervises and evaluates the performance of assigned staff.

The individual is the primary internal and external liaison for fiscal grant management.

This person will work internally with the program specialist and accounting staff in

developing, implementing, and providing ongoing financial oversight to grants

management operations ensuring the appropriate use and accurate reporting of all

financial transactions on grants.

Roles & responsibilities

PRIMARY RESPONSIBILITIES:

To provide professional-level support to the Director of Grants and Finance, and

oversee the administration of local, state and federal grant funds, and general fund

programming budgetary needs.

Job duties include:

● Directs the departmental accounting division in maintaining cost and budget

accounts

● Performs complex tasks and acts as the staff advisor to senior management

● Provides resolution and responses on recommendations made in audit

reports

● Prepares and supervises the preparation of financial reports

● Applies sound supervisory principles and techniques in building and

maintaining an effective team, including evaluating potential

candidates, overseeing onboard training, assigning tasks and

workloads, and ensuring team competencies through training

● Reconciles fund balances of City departments with those of the Controller

● As chief accounting employee, certifies to the Controller the accuracy of payroll

records

● Directs department accounting staff responsible for preparing payroll

worksheets and maintaining related sick, vacation and related time off requests

● Prepares financial budgets and forecasts for yearly budgets

● Helps track federal, state, and local government policy

requirements

● Must understand cost allocation plans

● Comfort in developing working relationships and collaborating with internal and

external partners.

● Oversee the development of team member and motivates team members to

excel in their positions

● Prepares annual reports such as but not limited to: Reversion worksheets,

Related Costs, Revenue/Expenditure Reports, Interest Reports

● Implements new or revised accounting procedures

● Apply job-related criteria in selecting, orienting, assigning, training,

counseling, evaluating and disciplining subordinates

● Conducts internal and/or external audits of accounting records to verify the

correctness and completeness of revenue collection or legitimacy and accuracy

of fund disbursement of various City departments;

Prepares and reviews all transmittals for budget modifications and authorities

submitted to CAO and Council

● Analyze and prepare projection for Management and Administration budget and

cost for all grant related expenditures.

Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance, Business Administration or a related field is recommended, or a minimum of seven (7) years of progressively responsible professional accounting and administrative experience in local government, finance, four (4) years of which must have been in a supervisory capacity

KNOWLEDGE:

● Know and apply applicable laws, regulations, policies, work procedures and

instructions.

● Know and apply principles and practices of bookkeeping to accounting

transactions.

● Knowledge of the structure and content of the English language including the

meaning and spelling of words to prepare business correspondence, effectively

using English, proper spelling, grammar and punctuation.

● Knowledge of a wide range of administrative and clerical procedures such as

word processing, managing files and records, transcription, designing forms

and templates, other office procedures, office equipment and terminology.

● Knowledge of electronic equipment, computer hardware and software, including

office automation and process applications.

● Knowledge of the principles of providing excellent customer service to internal

and external customers.
